Universal Orlando Resort is extending a long running salute to U.S. service members with a new 2026 Military Freedom Pass and dedicated vacation packages that are now on sale. Eligible military personnel and their families can lock in more than a year of access to Universal Studios Florida, Universal Islands of Adventure, and Universal Volcano Bay starting November 13, 2025 and running through December 18, 2026, with limited blockout dates. The program also ties in specially priced one day tickets for Universal Epic Universe and deep hotel discounts, including up to 40 percent off at Universal Cabana Bay Beach Resort and other on site hotels.

In practical terms, the Freedom Pass is a military only version of an annual pass. If you qualify and expect to visit Universal Orlando at least twice over the next year, it can bring your per day park cost down far below most standard multi day ticket offers.

2026 Military Freedom Pass At A Glance

The 2026 Military Freedom Pass comes in two versions. The 2 Park Freedom Pass costs $ 220.00 (USD) for adults and provides unlimited admission, subject to blockout dates, to Universal Studios Florida and Universal Islands of Adventure from November 13, 2025 through December 18, 2026. For an additional $ 35.00 (USD), eligible service members can upgrade to the 3 Park 2026 Military Freedom Pass, priced at $ 255.00 (USD) for adults, which adds access to Universal Volcano Bay water theme park.

Child pricing runs slightly lower, at $ 215.00 (USD) for the 2 Park pass and $ 250.00 (USD) for the 3 Park pass, but the structure is the same. Both passes function much like an annual pass for admission. You can visit more than one park per day, and you can go as often as you like until the promotion ends, as long as you avoid the blockout windows.

Blockout dates are the main constraint. For both 2 Park and 3 Park versions, the Freedom Pass cannot be used from December 25, 2025 through January 4, 2026, or from March 30, 2026 through April 6, 2026, which lines up with peak Christmas and spring break crowds. In addition, the 3 Park pass excludes Volcano Bay from October 26, 2026 through December 18, 2026, a late season stretch when the water park would otherwise be open but is not available on this promotional ticket.

One important catch is where you can buy the pass. Universal will not sell Military Freedom Passes at front gate ticket windows or through its public ticket site. Instead, passes are only available at participating sales outlets on U.S. military base installations and at authorized Military Ticket and Travel Offices such as Shades of Green, and valid military identification is required at purchase.

How It Works

The Military Freedom Pass behaves more like an annual pass than a standard date based ticket. When you purchase the offer at a base ticket office, you receive vouchers that must be activated at Universal Orlando, either at park ticket booths or hotel ticket counters. The eligible service member or spouse has to be present at activation, must show a DEERS issued military or dependent ID, and one of the passes in the order needs to be assigned to that service member or spouse.

Once activated, each pass is tied to a specific individual and cannot be shared. Universal uses photo or facial recognition at turnstiles to make sure the same person uses the same ticket each time, so you cannot rotate one Freedom Pass among different friends or relatives on separate days. After the first entry, however, your friends or family can usually enter later dates without the service member present, because the ID requirement is primarily focused on the initial activation and first use.

Eligibility is similar to past years. The promotion is generally open to active duty and retired U.S. military, National Guard, active reservists, U.S. Coast Guard, spouses of eligible service members, and active Department of Defense civilian employees, although exact rules are administered through base ticket offices and programs such as Shades of Green. Because this is a very rich discount, travelers should confirm their status and any gray areas, such as retired reservists, directly with their ticket office before building a trip around the offer.

Epic Universe Tickets And Hotel Discounts

Universal Epic Universe, the resort's fourth theme park, is not bundled into the 2026 Military Freedom Pass. Instead, Freedom Pass holders can buy specially priced one day tickets to Epic Universe once their 2026 pass has been activated. Prices vary by date and are sold as add ons tied to the same person who holds the Freedom Pass, with a typical limit of one Epic Universe ticket per pass per day and caps on how many can be purchased in a single transaction.

On the lodging side, Universal Orlando is pairing the ticket offer with significant military hotel discounts. For 2026, eligible service members can get about 40 percent off stays at Universal Cabana Bay Beach Resort and Universal Aventura Hotel and up to 30 percent off other Universal Orlando hotels on many dates, with blackout periods that roughly mirror the Freedom Pass blockout dates. These savings can be combined with the Military Freedom Pass to bring the total cost of a multi day Universal vacation close to what some families would otherwise spend on a single shorter peak season trip.

For travelers who rely heavily on Express Pass to cut waits, it may still make sense to price out premier hotels that include complimentary Express Pass even if their base military room discount is smaller. The Freedom Pass itself does not include Express access or standard annual pass perks such as lounge access, so you have to weigh room discounts against bundled line skipping benefits when choosing where to stay.

Military Vacation Packages For 2026

Universal is also marketing two dedicated vacation packages built around the Freedom Pass, both of which can be booked through military ticket offices or by calling Universal's military reservations line.

The Military Create Your Own Vacation Package starts with at least a four night stay at a Universal Orlando hotel and includes a 3 Park 2026 Military Freedom Pass for each traveler, which covers Universal Studios Florida, Universal Islands of Adventure, and Universal Volcano Bay on the same day. Guests on this package receive the usual on site hotel benefits such as Early Park Admission to select attractions up to an hour before regular opening on select days, complimentary resort wide transportation, and access to select entertainment at Universal CityWalk.

The Wizarding World of Harry Potter Exclusive Military Vacation Package leans into themed extras. It includes a five night hotel stay, a 2 Park 2026 Military Freedom Pass valid for Universal Studios Florida and Universal Islands of Adventure, Early Park Admission, and a slate of Harry Potter focused add ons. Those extras include a Florean Fortescue's Ice Cream Flight in Diagon Alley with four flavors, a Honeydukes cooler tote, breakfast at the Leaky Cauldron in Universal Studios Florida, breakfast at the Three Broomsticks in Islands of Adventure, and one Shutterbutton's Photography Studio session in Diagon Alley.

For both packages, taxes are baked into promotional rates that assume two adults and two children in a standard room, and length of stay, travel dates, and hotel choice can move the price substantially. Because the packages tie tickets and hotels together, they can simplify planning if you want everything in one transaction, but they are not always cheaper than booking discounted rooms and tickets separately.

Choosing The Right Option

For many military families who enjoy Universal, the main decision is not whether the 2026 Military Freedom Pass is a good deal, but which version to buy. If your group prefers coasters, indoor attractions, and CityWalk over pool time, the 2 Park pass often provides the best value and avoids the late 2026 Volcano Bay blackout. If you expect to travel in the hotter months and spend full days in the water park, the 3 Park pass can easily pay for itself in a single week, as long as your dates do not overlap with the late season Volcano Bay blockout window.

Epic Universe is a separate strategic choice. Freedom Pass holders who visit multiple times between November 2025 and December 2026 can treat a one day Epic Universe add on as a centerpiece of one trip, using the regular parks the rest of the days. Because Epic Universe tickets are date based and prices vary, it makes sense to pick a weekday with historically lighter crowds and to buy once you have firm dates.

On the lodging side, start by pricing your preferred Universal hotel with the military discount and then compare that to the total price of the Create Your Own or Wizarding World packages for the same dates. If the Harry Potter breakfasts, ice cream, and photo session are already on your wish list, the Wizarding World package can be efficient. If you want maximum flexibility, or if you plan to split your stay between Universal and another Orlando area resort, room only rates plus separate Freedom Passes may be a better fit.

Finally, pay close attention to how many Freedom Passes you are allowed to buy and activate. Typical rules allow an eligible service member and, in some cases, their spouse to purchase up to six passes each, but base ticket offices can layer on their own policies, including requiring that all passes be purchased and activated in a single transaction. Clarifying this up front with your base ITT office or Shades of Green can prevent surprises when extended family or friends join your trip.

Final thoughts

Universal Orlando's 2026 Military Freedom Pass and related offers turn what is usually a high priced theme park vacation into something much closer to a year long local pass, as long as you can work around key blockout dates. For eligible service members who plan carefully, combine the pass with hotel discounts, and treat Epic Universe as a separate one day splurge, the Universal Orlando 2026 Military Freedom Pass can deliver outsized value across several visits.
